THE ROARING MILL

The mill roared all night. One man swears he heard the victim cry out below.

Decode each statement, then name the one liar. The cipher is the same for all five.

INCIDENT REPORT. Edmund Marsh was found at dawn on the lower mill floor, struck down with a heavy iron mallet. The mill had run all night and the roar of the stones filled every floor; no voice could have carried over that din from one level to another. Five of the mill folk were awake at their work. Each gave an account. One of them swears to a cry he could never have heard above the roar.
