THE SMOTHERING FOG
A sea fog swallowed the quay whole. One man swears he watched the killer cross it.
INCIDENT REPORT. Silas Foss was found at dawn on the quay steps, struck down with a heavy mooring iron. A sea fog had lain thick over the harbour all night; across the water nothing could be seen, and the lamps gave no more than a glow. Five of the harbour people were awake along the quay. Each gave an account of the blind hours. One of them claims to have seen across a fog that hid everything.
