THE WRONG TIDE

He swore he took the ten o'clock ferry across. The tide kept every boat until midnight.

Decode each statement, then name the one liar. The cipher is the same for all five.

INCIDENT REPORT. Frank Reed was found before dawn on the ferry slip, struck down with a heavy iron rowlock. The tide had been too low for any boat until midnight; the ten o'clock crossing did not run at all. Five of the river folk were awake by the water. Each gave an account. One of them anchors an alibi to a ferry that never left the mud.
